malfunction code 13

I recently purchased a 87 turbo regal.. needing a little work. I purchased t-link 2.13 hooked it up at it came up with a code 13 wich is a 02 sensor. my question is... how does this affect the overall power and drivability of the car? I owned a 87 gn years ago and this "t" seems a little slower or maybe just a little more tired Ii just dont konw if an 02 sensor would cause power loss.
