Need a EST start control

Hi everybody, also in europe drive some regals. (a hand full)

I got a problem, i'm restoring a 78 regal (stock). I bought the car in parts en completely build it. But i'm missing 1 piece: somekind of relay, it's called the EST Start control. It is connected to the EST/turbo control centre. I can't get it here since GM discontinued this part. Does anyone have this item since i seem to can't get the car running without it. Or does anyone know what it does or what it's switching, maybe i can make one myself.

I got more problems with the wiring on this car, do you know good books with correct wiring diagrams also?
I contact tomorrow the local GM dealer, for the number:
But in a nutshell: This car doesn't run with the Turbo control center but does run when I bypass this (connecting green wire with black wire as told on beforeblack.net) I Guess this relay I need does also do that....don't know.
