need head torque specs

i have a set of stock heads on my we-4, and i have just bought a set of arp bolts. i run stock head gaskets(felpro 9441) and heads have been surface to make sure that they are flat. i was told 45ft lbs and then once they are all don to go back and torque to 75lbs is this correct?? thanks for any help
