Need help identifying something

Can someone tell me what this plastic part is for? It was attached to one of the cables leading to the throttle body.

I've worked on Turbo Buicks for decades and have never seen one of those. I'm not sure what it's intended purpose is.

don't know what its for either but theres one on the cruise control cable of my TTA
