Need help with this bracket

There's a bracket mounted down by the transmission that hooks to the linkage on the tranny. There are no bushings in the holes on the bracket thats bolted to the car just on the tranny. Would the missing bushings cause my key to not turn to start or lock position? I played with the rod down there a little bit and I got it to move back once. If I move the shifter to neutral it will let me go to the start position. I just put in a new shift cable if it makes a difference. Pretty sure the cable is right beings I can't turn it in reverse or drive, so I think its gotta be with the bracket. THanks.
 
There is suppose to be a bushing in the bracket bolted to the frame. With that missing, there will be a lot of slop in the arm that locks the steering column. If you loosen the adjustment on the rod and move it up you can probably get it to work but get a bushing in there to get rid of the play.
 
The plastic ball washer and spring which supports the frame end of the shifter bellcrank should still be available from GM or any salvage yard. They
were used on most GM vehicles around the '70's and '80's.
