new rebuild no kick down

I just replaced my 200 and can't seem to get it to kick down.
I pulled the tv cable out of the trany and the rod seem to be higher out of the housing than the old one by about 1/2 ". the old one was flush with the housing. could it be stuck?

tv cable is not tight enough.check this first

what about the rod the the cable is attached to?
It seems to be out of the case farther then the out trans by about 1/2"

its probably a 700 rod.tighten the cable extra.
