Newbie help please!! Boost problems

got a question about my boost. I am a newbie so bear with me. At full throttle the turbo boosts to almost 20lbs then automatically drops to 15lbs then slowly creeps back to 18-20lbs. It is currently set up to boost at 22lbs. tuning with translator pro I also have a scan master. What are some of the things I should check on besides the obvious vacum leaks? I'm a newbie at this, had the car for a while and just starting to learn how to troubleshoot and tune on my own. Any help would be appreciated thanks in advance

What type of wastegate actuator are you running? Is it a HD one?

Yes it has adjustable hd wastegate

Could there be a small hole in the rubber part of the unit? I thought that may be the case if it was a homemade one, but yours is a HD one.
