No 1st gear sort of

Just put the 200 back in and it seems like I have no 1st gear. When the shifter is put in 3rd. Starts off and winds the converter up a bit and only shifts once and its in 3 rd. Then I shift it once more and it's in overdrive, and a flip of a switch and the converter locks up. When stopping at a light in town after flipping switch off it only down shifts twice.
If I put the shifter in 1st it starts in first and I can shift it to 2nd if I get on it and them 3rd. When hot it takes alot to get it to even shift this way. Tranny temp is about 150. TV cable is set to full stop at wide open throttle. Kicking it down works well as far as what it is suppose to do.
I also seem to have a vibration if I get on it, but nothing under normal use.
Other than this the thing works real well.
It's in a 72 Chevelle behind a 454.

Sounds like the low roller clutch isn't installed/working correctly or pressure leak. Have you checked line pressures in each gear?

-When in L1 you are applying the low/rev clutch pack and when in L2/D/OD it uses the low roller clutch.
