no boost!

Just bought an 87 ttype and it was in need of some serious TLC. The original owner had not been very good with with his upkeep of the car other than oil changes, the car has 75k and is/was bone stock. After puchasing the car it seemed like it was overboosting, I did most of the usual tune up stuff and installed a hot wire kit, adjustable fpr, cold air set up and ran some fuel injector cleaner in the first two tanks of gas. when doing the tune up I noticed that the vaccum line going to the wastegate actuator was leaking, I replaced the line at that time along with most of the other lines. The car runs ok until you see some boost, as soon as you get into boost it looks like it bleeds off and starts to hesitate a little until you back off. I am sure I left some info out here. The car has a digital dash so I dont know what kind of boost I was getting before, I have installed a VDO boost gauge so I can see whats going on. Any ideas anybody, I have no scan tool but will be ordering something this week.
