no injector pulse

Hey guys,

I'm gonna try this here. I am in the process of converting my carbed turbo to a hot air setup and I have everything back together but I do not get an injector pulse.
I have tested both the cam and crank sensor and they perform as they should. I probed both at the connectors and at the ecm plug and I get a voltage reading from 0 to 7 volts.
I get spark on all cylinders.
I have replaced the ecm with two others and it didn't respond differently.
I have power at the orange wire feeding the ecm and the ses light turns on when I turn the ignition on.
I have power at the injector harness and if I ground the injector to the block I can get all 6 to respond.
I ohmed each injector ground wire from the injector plug to the ecm harness and I get 0 resistance.
All fuses check out.
I ohmed the ecm case to the block and the negative post of the battery and it has 0 resistance.

Is there anything I am missing? I have not swapped out the ignition module because all I have is a type2 laying around and I was hoping to not repin the connector if I didn't have to.

Any advise is appreciated.
