would a pressure regulator valve spring thats to stiff cause no lockup?

only if the solenoid was weak and could not exhaust. Other than that , no

Could have been trash, when was the last time you changed oil and filter?

It was a 5 month old fresh rebuild with fresh fluid and filter but I did drop the accumulator housing to do some work for firmer shifts as well as put a stiffer perssure regulator spring in so maybe something broke lose in the process because the TCC silinoid is mounted on the accumulator housing But its all good now
