Not running good

My car doesn't seem to want to pull as hard as it should. It sounds like it is fluttering and i'm not sure what to look for. Hear is some basic info on the car. The o2's are running 835 with .9 deg. kr with alky and 9.0 w/o, boost is set at 20 psi. F/p 38 psi.

Who's 93 chip?

20 psi is too high for pump gas (where the 9.0 degree of knock comes from I'm guessing) what kind of gas are you running?

I think the chip is from percision and 38 is with it connected. The gas is reg premium 93 octane gas.
