Not Running Right.... Help!!!

okay so i have a 85 t-type hot air,
the car is not running right for some reason, i had a surging problem when it was running or cam eto stops the idle goes really high than really low, and sometimes stalled.
i started replacing all of the vacum lines, then i replacedmy plugs and wires, and still ran bad, so ipulled the throttle body out had it cleaned, then put it back in and bought a new IAC valve (idle air control), and now its running a little better not surging but the idle seems kind of high from just starting it and letting it sit, but it it gets higher if i put it in drive then back to park? so i dont know the code 22, 24 and 32 popped up when i had it on a scanner?

please Help...

22 ) tps sensor low ( bad/misadjusted sensor , bad wire )
24 ) vihicle speed sensor ( bad speedometer , broken cable )
32 ) egr ( bad or unpluged egr solenid or module )
that's what the sheet say's

Check that the egr valve is closing. May have something holding it open, ie carbon, etc.

okay today i checked the tps and it was reading .20 v , i tried puting it at .44 and i drive it around it started to surge and really low idle, then i tried .33 and still the same thing? i thought they were suppose to be around .43- .44?
