do you have to drill 1/8 hole in the thrust plate before install?per the instuctions.

I purchased a thrust plate from TA Performance and no drilling of any type was required.

There probably is two kinds of plates. One is just a new surface for the gears to spin on. The other actually redirects oil flow for higher pressure, designed by Jim Ruggles. Sounds like you have Ruggles designed booster plate. I would do what the insctructions say, otherwise you won't get the benefits and may actually restrict oil flow. The hole isn't drilled in the plate, but in pump cover itself.

Where did you get the plate from?

Actually, if you install the Ruggles designed plate without drilling the hole, I believe you will block the path of the pressure relief valve. I presume some sort of destruction will follow. I would think you'd want to follow the instructions that came with the plate?
