i opened my ecm and i found a HP138TX Strip Chip 1989 this chip is really old i just thought it was funny

I believe that's one of ATR's PIT BULL chips. They sold thousands of them back in the day, so chances are actually pretty good that you would find one in a turbo Regal.

They worked pretty well with 113 octane. I think there was 26 deg. of timing in that chip. Don't use it with pump gas though.

could this effect the cars idle maybe misfire hesitation and stuff

Many things can effect idle and misfire, but not usually the chip. You need a scan tool to determine what's going on. Misfire is always ignition related.

ATR did many mod's on the Pit Bull, mostly for the WOT operation. I don't recall if he did any meaningful mod's in the idle section, I don't believe so.

If the car has a lot of miles on it, you would be wise to either flow/clean the injectors or replace them.
