I'm gonna try to paint my filler panels myself. If I mess them up I can alway bring it to a shop later. My question is....if I need to clear coat or not. If I clear......do I spray the clear on right after the color of do i need to color sand it. Or just color sand it at the end.....after I have cleared everything? Hope this makes sense.

Follow the directions for the paint system you're using. Most will cite "flash time" and "recoat window". Flash time is the amount of time you must wait before applying another coat. "Recoat window" is the maximum ammount of time you can wait. Beyond that you have to scuff the surface before applying a second coat.
 
So can I shoot the clear over the color right after the color flashes? No color sanding needed until the clear dries?

Most bases have a 24hr top-coat window. A single stage urethane will resemble the original paint best, FWIW!

Do I need to sand and primer the fiberglass fillers? Have been told a few different ways. Just use a red scotch brite pad and spray color on it. Some say to sand, primer then paint. If primer is needed....is there a certain type of primer I should use? Is black primer better?

I would test fit them 1st. If the surface is free of imperfections you can get by with a scuff and shoot. If imperfections are present a 2k urethane primer works well!

I have been into these cars since I bought my 1st one in about '92 or so, so I have seen quite a few turbo Buicks in the last 18 years, and I have never seen another turbo Buick bumper fillers done or turn out as nice as Mikes. Between the fit and finish on the bumper fillers and the shaving of the front and rear bumpers, people simply stop and stare at them at the shows. Pictures can't do them justice.

A scotch brite sanding pad is not going to get the job done. None of the aftermarket fillers come anywhere close enough to finished product to scuff and paint.

Fit them for proper alignment before preping for paint as well.....
