laid down the urethane primer Sunday. It was 60 out, got down to 45. Painted the bumpers yesterday and the paint lifted. Is this because the primer is not cured from the temperature? Will it ever cure now?
 
Did you scuff between coats. Recoat time varies by system (about an hour for PPG Deltron). Outside of the recoat window you need to scuff the surface for adhesion.
 
I sanded the primer and cleaned with wax & grease remover. This is the first time i have ever had a problem painting, but it is a little colder than I have painted before.

I painted a set of Lawn furniture last week. It was High 60's and got down to low 40's at night but it cured fine. At least for know it has.
