I think most of us did something to our cars when we were teens that was deemed illegal. Yes, we knew that if we got caught we would get a ticket, but not a huge fine and a nigh in jail. She should have received a fix-it ticket and nothing more.
Besides, how many of us would like to spend a night in jail for running a test pipe instead of a cat? I know I may be comparing apples to oranges here, but I think any equipment violation should mean a repair ticket and nothing more. Jails are overcrowded as it is with real criminals.

There are far worse things going on and they get taken care of as well, but that doesn't excuse illegal behaviour elsewhere. Citizens/taxpayers complain about "street racers" because they're dangerous and kill people. They complain to the cops about "graffit artists" because it's vandalism and makes your city look like sh|t. Property owners call the police on "agressive skateboards" because they're on private property and if they break a leg GUESS WHO GETS SUED...the property owner. For the record, I believe her punishment was too harsh. I can see a $150 fine and 2 points on her driving record.
