Posts per Page?

I have my "Posts per Page" setting at 40, yet I'm only seeing 20 per page. Is this the norm is is my setup fried?

Hmm,

Guess we're stuck on the default. Tried 30 per page and 5 per page, still getting 20 per page...

NEVERMIND! I realize now that this setting works on everything BUT the first page. Now why doesn't it effect the first page?
