ok the motor just keeps running and it doesnt go up and down.
1. where is the plug to stop it from running.
2. any ideas on how to POSSIBLY fix it, or im just guna take it out
3. where is the motor located
 
The nylon cable that raises and lowers the mast is broken. They make a repair kit for it.

1) The plug is not inside the passenger fender but just above the passenger inner fender panel generally pushed back into that sort of hole just to the side of the air conditioner unit.
2) I just helped or should I say primarily watched a friend of mine fix mine and I personally would never undertake it, but it is doable.
Fender trim ring must be removed
A bolt on the inside of the fender panel must be removed, and be careful, if someone moves the door while you are removing the screw, you will eat the door.
Fender must be separated at bottom of the fender panel about the width of a 2x4.
remove screw /bolt at the bottom of the fender panel
Very carefully insert your hand inside the fender panel, remove nut holding the antenna.
Lower antenna
unplug antenna
drill out rivets holding motor cases together
separate the motorm case halves
remove tip of antenna that holds the plastic winder
Reverse procedure if you get this far.
and worst of all,
kits are no longer available and haven't been stocked for quite some time.

You might get lucky and find a collector with a kit or two, but I doubt it.

It is the most common cause but not the only cause. The ground for the antenna behind the dash can come loose and cause the same problems.
 
Get it outta there and put a plain jane black mast antenna on it. You'll be glad you did.
