If I buy the PL at the Race track on Saturday will the software come with it or will I have to download it from a web site at home ?

If the PL is new, the software comes on a CD that's in the box.

But there's no reason not to go ahead and download it. That way you can play with the software and familiarize yourself with it ahead of time.

After you install it, you can find where other people have uploaded powerlogger files. You can get that file and open it in your computer and see what their car was doing.
