Power steering resevoir.. filter??

I am draining my resevoir today. At the bottom I notice what appears to be a filter that may be removable..
Is it? If so. How is it done? Joe

Removed tank completely.Cleaned with plastic safe solvent.Still not sure what is connected at bottom of tank... Any ideas guys?.. Could use some insight

All back together. Used Lucas oil powersteering fluid for refill.. No more whine..No new pump...
