Trying out the new powerlogger today. I noticed the O2 reading is all over the place,bouncing from almost 0 to 0.8. Especially at idle.

Is there a list of parameters all of these readings are supposed to be within at idle?

Some things I have no idea what they are. LV8? IPW?

I've got a skip/surge thing going on. This time at low rpm. Trying to nail it down.

That is normal for the o2 numbers, you need to visit Steve woods site and read the scan tool section. Be most concerned with BL and AF numbers if you have something fishy going on. Click on the vortex buick link

Perfect. Now I've got some reading to do. I wonder why a hard copy of that info wasn't included with the Powerlogger.

Later today I started the car,and the O2 gauge was rock solid. Then,once I raised the rpms to 1 500 in a short burst,the O2 kept bouncing like crazy at idle.

Another issue I have is that my laptop won't allow me to view .dat files. ...which are the format in which the PL files are saved as.

Your O2's are reading normal. When first started the car is in open loop (inactive O2 sensor), then goes to closed loop when warmed up and jumps around as normal. It will stop jumping around as you approach WOT.

The .dat files that powerlogger saves in are designed to be read by powerlogger. If you have powerlogger you can go into the F3 screen, load the file of your choice and view it.
 
You can't actually view .dat files like a spreadsheet. You have to download them into Powerlogger then you can review them in slo-mo or one frame at a time.
