I have a known-good 7 vane pump (690). Can the working innards from a rebuilt 149 pump be transferred to the 690 body without a lot of precision machine work as the 690, straight from the factory has the better drainback system and the "stepped" bushing seat.

Any help is appreciated,

First thing you need to do is make sure the rotor thickness is correct to the .000 of an inch or you will either have binding or low line pressure.

So IF the rotor thickness is the same in the 10 vane (exactly) as the 7 vane rotor then it should work?
 
Yes, it will. It would be a good idea to have the stator replaced with a hardened unit before assembly and also have the pump body parrallel decked.
