Question on power steering reservoir

I was getting ready to install a nos power steering reservoir and noticed it rattled inside. Here is a pic inside. It looks like a screen filter, but it is not in front of the return line. I checked my original and it does not have it. So my question is, should this screen flop around in the tank, or should I push it down in front of the return?

I have had cars come in with paper towels shoved in the reservor to stop the noise. Your old unit should have this set up as well . Which way do the nipples for the hose point on this one as compared to your old one? Most point both straight out but some have 1 down & 1 out.

Brian, the nipples go straight out :oops:. Anyway, is that piece just supposed to flop around in there then? My original one does not have that. Just the plastic cage as in the pic, not the round rubber piece attached like this new one. Oh, I looked again and it is solid, no screen. Just a round piece of rubber/plastic.
