Quick dumb question about 36mm sway bar

Hey Guys, a few years back I took off my 36mm Fbody sway bar in hopes my 60' would improve....It didn't, and I want to put it back on, but I cannot remember if the vent holes face up or down??

I am just guessing but I would think that they would go down otherwise it would collect water
