Rain electrical nightmare

So it decided to rain cats and dogs today. I thought I prepared for it by wrapping the ECM is plastic to avoid water leaking onto it again and while that did work my car refused to start for a good hour. The symptoms were no service engine light and my dash and tail lights went out and stayed out even after it started later. On the drive home the service engine light blipped on twice and the engine almost stalled out but luckily I made it home. I assume it's a short somewhere but seeing as I'm no electrician where would the best place to start be given my circumstance, behind the bumper? Thanks in advance
 
The harness failed on my car where it plugs into the ECM - one of the pins was stuck in the ECU itself. I would check that first.
 
The ECM is ok I have it wrapped to avoid water dripping down into it as well. The connection was cleaned and appears to be fine
