I have a high cell(#13 to be exact) that reads anywhere from 146-152. All of my other cells are always good. No big variations. Whats the cause of this? I know its a lean condition I just want to know if I can "tune" it out or if I have other issues.

What chip are you using? TT? If so, that bottom row of cells is for user adjustments to the TT chip. They're no longer BLM cells.

I am using TT. How would I adjust that? If so what would that indicate being in the #13 spot? Is it for the topend or is it lean down low based on where its at? I have TT chip verson 5.6(I think)

That bottom row of cells are NOT BLM cells, they are (as your TT chip directions will tell you) for making user adjustable parameter changes to the TT chip. You need to re-read the chip's instructions (none here in front of me) and you'll find out what feature each cell adjusts and what value does what.
 
Do you mean the WOT, WOT first gear, Timin1-2, etc..? Does that have an effect on those bottom rows?
