I can't change my high beam from low to high anymore and they are stuck on high. It's in a 99 Century, which is the same as the Regal.

Does the steering wheel have to come off? I've taken the plastic off and can see the switch, but I'm not sure how to get to the torx screw holding the switch on??

I am in your shoes exactly on a 97.5 gs I am parting out , i have the multi function sold and that one damn torx you cant get at ( 2 total ?)

You say there are two torx screws?? Where is the other one? Does the top piece of plastic around the hazzard switch need to come off?

there is one up top and one down by where the top and bottom collar peices meet that the steering wheel is in the way of getting at with a torx screwdriver, maybe more need to look at it some more or get a damn service manual
 
The steering wheel has to come off to remove the turn signal switch.

Someone else said he has removed and replaced them on a 99 Century, which is the same as the Regal, without taking off the steering wheel. He said you need to remove the upper and lower plastic from the steering column. To get at the lower screw, you need a stubby torx bit and small ratchet....or use a torx bit that you can put a 1/4 box end wrench on, which will take a little patience. He said the upper screw is easy to get off after you remove the plastic on the steering column where the hazzard button is. He said you have to pull the plastic over the ignition switch...then up and out. If you have a tilt wheel, he said to you'll need to unscrew the tilt lever to completely remove this top cover where the hazzard is.

I will be trying all this soon and let you know how it goes!
 
the tilt lever pulls out

i can see where a stubby torx would get that other screw i need to get that stuff in the old tool box I guess
 
torx tip like you put in one of those changeable tip screw drivers with a little wrench on it made quick work of it
 
I dont recall it taking very long once I had the right tools, that was more the issue...allthough I was removing it from one of my parts cars so I damaged the plastic surround on the parts car .been too long to recall much beyond that
 
Seems like it was 2 hours or so when I did mine on the wifes Century. The hardest part for me was getting to the wire harness plug under the dash and disconnecting it....and that was partly because at my age I can't see close up so well, and I'm not so flexible.
