rubbery stuff under front clip

i was owndering what the rubbery tough stuff under my front clip is. its bolted to the car and and ll it looks like is a shield of some sort. does it serve any actual purpose or not? can i remove it w/out any worries?

If your talking about the rubber by the radiator its there I believe to help divert air thru the radiator

hmmm, the stuff im talking about can only be seen when crawling under the nose of the car and looking up. its right behind the bumper. it looks to be a scattershierld or something of that sort.
