Scanmaster Mal code #13?

Scanmaster is giving me a 13 code for the o2 so I replaced it, disconnected the batt and it came back. Any ideas?

I would ohm the wires from the ECM to o2 sensor plug and verify circuit

Try pulling (ECM/ECU Power) the orange wired connector at the battery apart for 10 seconds. I had a code 31 and cleared it via this method.
