Not 100% sure, but I'm think it should be 0. The number represents the number of pulses the ECM needs to maintain RPM & since it's 0 RPM, it shouldn't need any steps.
 
I'm not 100% sure, but..... I don't believe it should be zero, but rather should default to it's 'learned' position to maintain programmed idle... so that when the engine starts, it will be closest to where it 'thinks' it needs to be.... again, not positive, but pretty sure.... let me look at one of my old turbolink or directscan files... think I have a KOEO (key on engine off) log..... I'll get back....
 
Just stepped out into the garage and checked mine, key on and ignition off, the IAC on the ScanMaster reads 150.
