BL looks too high for some reason , its adding fuel for some reason , should be close to 128 in a perfect world .

For one this is why your IAC is high. You want your IAC to be at/around 15 and you TPS at .42v. You will never get those dialed in right until you fix that leak. Once you fix that leak, get IAC and TPS set, your O2s should come in better, around 800. Also your BLM will drop closer to 128. Since you have a vacuum leak, your car idles higher that normal; causing more fuel to be added. Your 148BLM is ti the max. Meaning that your ECM is trying to take away fuel since you are running rich. Also, if you continue to drive the car like this and not fix, you will melt your catalytic convertor (If you have one) and fowl plugs badly. Which all can lead to other things.

A high BLM means that it's adding fuel not taking away.. my car is running rich at idle , it's BLM is at 105 - 106 so its trying hard to take fuel away.

The BLM is a long term adjustment , which is stored pretty much permanently (unless you disconnect power to the ECM), to the fuel delivery calibration that results from the ECM "learning" the values while you are driving around. 128 is the ideal value, because it is the center point of the range 0-255. Above 128, and the ECM is adding fuel to compensate for a lean condition at a particular load and RPM. Below 128, and it represents a correction for a rich condition.
