I just put a new crank sensor in my car and noticed score and scratch marks in the interrupter ring. Can this cause false readings? If they do, can i just sand them out? Can you tell I'm new to this

Scratches don't matter as long as the vanes are all there.
The crank sensor reads the windows or openings on the
ring. Make sure none of the vanes are bent, check each
one as it passes through the crank sensor.
 
Also, double check clearences on each vane inside the sensor! I found a perfectly centered adjustment on one would hit slightly on another. I ended up splitting the difference then checking each one front to back.

Has anyone had to chage the interuptor ring before? Is it just a matter of pulling the dampner and bolting on a new ring?

Don't know about replacing the ring, but there is a special tool
available to re-align all the vanes back to factory specs.
I believe it's made by Kent-Moore tools, and it's expensive.
I think most GM dealers keep them in their tool rooms.
