shift point help

I just had the trans rebuilt in my 87 T.
The problem is,at part throttle it will not shift untill around 3100rpm in all gears,and it hits HARD...
BUT,at WOT it still shifts at about the same rpm (3100) so the car is a turd...

I have checked the adjustment on the TV cable and it is in check...

I also,read to try and unhook TV cable and clamp it all the way out to see what the WOT would shift at,and it was about 4000rpms...


What could cause the weird shift points?

Id like to lower the part throttle shifts,but raise the WOT shifts..

A stuck or sticking tv limit valve,tv valve or mod tv upshift valve.

How would one check those things?
The trans has like 5 miles on it,since rebuild.

You need to install a pressure gage.Can you contact who built it?
