shifting issues, which gear am I missing?

My car only shifts 2 times when I have it in OD, when I manually put it in D it downshifts one gear (assuming going into 3rd), when I put it manually into 2 from there, it acts like a neutral unless I'm going slow enough for 1st gear to power it. When I shift it into L it will force it into going into 1st and unlike when its in 2nd, it DOES engine brake when you let off of it. Sorry if its confusing but it acts like its possibly shifting from 1st to 3rd to 4th. Can anyone tell me what my rpms should be on the scanmaster in 3rd at say 40mph? Thanks for the help.
