My throttle body seems to be covered in oil or grease. Is this normal and if not what could be causing this? Here's a picture.

No. Looks like oil contam from the pcv system being defective. Mine was the same way, only oil was running onto the i/c from the connector at the up pipe...

So Chuck, where should I start too fix this problem? I'm guessing intercooler is going too need replaced or cleaned very good. The oil is all in the up pipe. Car runs fine though just a little on the slow side

I'd check the pcv valve. Some leak both directions.
Also, the oil may be coming from the turbo.
You can clean the i/c, but it has to come off to do it right.
Slo side may be due to detonation caused by burning oil.
Data log it, and look for timing retard, knock counts.

Still have the stock turbo plumbed the the valve cover?

No knock on scanmaster. I'm wondering if this is left over from when it had stock turbo. I have upgraded to a TA49. The oil was in the throttle body before changing turbos. How do I check too see if the pcv valve is defective?

Take off the pcv and try blowing thru it. You should only be able to blow thru it one way. If in doubt they only cost $6. Spray out the tb with carb cleaner and enjoy your car.
