Should the gas tank have pressure?

Everytime i open my gas cap a huge rush of air comes out.Is this normal or should i see if the vent is pluged.I am having a problem once and awhile with the car when it builds boost to about 15 psi it will cut out for a second.It was doing this and i though i maybe low on gas seeing my gas only read 4 gallons of gas.I filled it and it was fine again.Then the next time i was down to about 7 gallions it started doing it again.I filled it and it went away again.I dont know if it is related to the problem but its sure weird that everytime i put gas in it the problem goes away for awhile.
 
Check to see if you still have a charcoal cannister inside under the hood, on the left inner fender. if so make sure the metal line on the frame rail is still attached to the cannister, and that the cannister has a line with a check valve on it attached to one of the plenum vacuum tubes.

On my old 84 Regal someone removed this cannister before I bought the car, the hard metal line on the frame that went to the fuel tank was capped off. Everytime I would fill up I'd have to let the pressure release from the tank.
 
If the vent is closed, the tank will be in a vacuum, once the fuel level is burned down.
A vacuum on the intake of a pump is usually fatal, if not corrected.
Do as is posted, and be sure the cannister, or the line, if the can is gone, is open. I usually just leave the line, and put a cheapo plastic fuel filter in the end, so dirt is not allowed in.

I took off my canister for the same reason. I took the vent line straight from the tank and ziptied to the fuel fill neck by the gas cap so the tube is higher than the level of gas. Small filter on the end. No fumes in a closed garage for 3 years now.:)
 
What do you do with the vac line that went to it?cap it off.Also what did you do about the electrical plug that goes to the solenoid,unplug it or leave it pluged in.
 
I left the line from the tank to the canister where its at. I chunked the canister and tied up the electrical connection out of sight.
 
From what i can tell it has solved my problem.I pulled the line off and drove it and then popped the gas cap and there was no pressure.thanks for the help
