sloppy manual shifts...

How come the the trans shifts very positive when i let it shift on its own while in drive, but if i try to manual shift the car from 1-2 it kinda shifts so-so almost sloppy like???? This is about 1/3 peddle/part throttle shifts. Under full throttle the shfits manually are more firm.

BTW I have to shift it manually, since the motor peaks at 6600.

Would the governor have any effects on this?

CHECK THE LINE PRESSURE IN MANUAL LOW AND INTERMEDIATE RANGE.IF IT FLUCTUATES AT PART THROTTLE OR IS LO SUSPECT A LEAKY SIGNAL OIL PIPE ,VBODY GASKET ,OR WORN PUMP/INT.BOOST VALVE .POST RESULTS.
