SMC nonprogressive kit question

I have an old SMC kit that I would like to pass down to my son-in-law who runs a Civic with a turbo. He is only running 9 lbs of boost. Will this kit turn on with only 9 lbs. of boost? If not what needs to be done? Thanks for your time!

If I remember correctly, I think I've seen mine turn on as low as 4lbs when I first put it in.

I had the knob almost screwed all the way out.
