Sounds like the cable may have broken.

I had the same issue recently... If you have the original 2 piece cable you may get lucky and not have to remove the instrument cluster. I disconnected the cable from the transmission and also from where it joins the upper cable near the powermaster... Next I got a drill and put it on the end by the transmission and spun the cable while having someone observe if the cable was spinning. In may case the lower cable was fine so I knew my upper cable connecting to the speedo needed to be replaced.
