speedo question

i just installed my new tranny. Now my speedometer is waaay off. It was reading about 20mph too high. So I swapped the gear with the one from my old tranny and it still seems high. It closer now than it was before I swapped it but still seems off. I hooked up my scan tool and it's within 3mph of the dash speedo. My question is will the scantool be more accurate or is it simply reading the same info as the digital dash?? How can this be fixed or checked for accuracy?? Thanks!
 
The ECM recieves its signal via the speedometer cable just like the dash. If one's wrong, so is the other.

If you swapped the speedodriven gear from your old trans into your new one and it's still off, you most likely have an inncorrect drive gear. The drive gear is on the governor itself and is only accessible by pulling the pan and the governor cover inside the pan.
