I have noticed that by turning the boost down on my car, I effectively slow the spool to a great degree. I have a ta49 turbo with an adjustable HD actuator obviously. It will spool very fast when the boost levels are over 20, but will degrade big time if I try to bring it down to 17 or so. The rod on the actuator will have no tension at this point so maybe this actuator is only meant for boost levels of ~20 psi and over. So with that said, is it safe to assume that running lower boost levels with this hardware is no longer possible?

2 kinds of acuators on the market,i think they call one heavy duty for applications over 20 lbs of boost,check with kirbans on line catalog ,you may want the stock one good luck.
 
I agree. HD actuator is good for about 18-20 lbs and higher. Standard actuator around 12 lbs. If there is no tension on the actuator, the puck will not seal tight thus allowing boost pressure to escape = slow spool.
 
Plus, the less tension, the sooner the actuator starts to open. I noticed the same thing when I turned my boost down to 15 with a stock actuator. The RJC boost controller helps this alot. You might want to give it a try.
