Ever since installing s 10 wheel cylinders and long shoes the rear brakes lock up when you first start driving the car and get better after you use the brakes a few times but are still not right. Any ideas? Proportioning valve?

Do you mean locking up when appling the brakes? I have this set up on my 87 gn and could not be happier. It stop like it did befor the change over, but under heavy braking the rear just start to lock up. I would make sure you don't have them adjusted too tight. And you need the drums turned after you replace the shoes so the drom is true and has no lip.
