Stock turbo rebuild?

I bought a 86 T that has 126,000 miles on it and was well taken care of but the stock turbos wheel is barely touching the inlet bell it seems. I saw this when cleaning it up. Anyway is there a cheap alternative to sending it in for a rebuild? I mean is there a rebuild kit for this I can do as a novice and how long can I run like this? Thanks for any help.

Look at my thread in the before black section titled all turbos are not created equal. Not much to them really.
