The stock turbo I have seems to make a whine or growling noise when you let off the gas just after accelaration. Any Ideas? Also what is the stock boost out of this turbo?

Do you have a after market cone air filter? If you do it is normal.

Oh stock boost is about 14-15 psi. Get a after market gauge to measure. The stock gauge sucks

Yes, I have a K&N 9' cone filter, 3' Houston downpipe and hooker exhaust. The guy I bought the car from said someone told him it may be back pressure because the turbo was not big enough for the exhaust.
