Is there ANY possibility that a low pedal would be the booster? I know a low pedal is usually the master or air in the lines somewhere. I need to know if the booster could cause a low pedal.

The main symptom of a bad booster, other than an obvious audible vacuum leak, would be a hard pedal which indicates, no power assist. Did you change the brake pedal? The retention of the original powermaster pedal would result in a low pedal, also, besides the causes you've mentioned.
