TC lockup

I have tried everything I can and the converter still will not lock up. I need help. I have replaced the solenoid, checked for power at the connecter, put OTC scan tool on and the computer is telling it to lock up and it does not happen. What else could be the problem, bad converter? It is a stock converter that has pulled 1.56 60ft times.

Most likely a bad converter or a stuck TCC valve in the pump. A less likely but possible cause could be a clogged TCC feed orifice in the pump.
