Today I took off the tentioner pully to install a new bearing. When I went to put it back on and tighen the bolt the pully seems really tight. Did I lose a shim or washer? Do I just tighten snug and install belt or am I missing something. Seems like a very easy project. Thanks.
 
Pulley should not be really tight? Correct bearing installed? There is a washer on the front bolt I think but not sure without checking? Altho, a washer wont stop it from being tight?
 
Flip the pulley over. If the pulley is tight (won't turn when the bolt is torqued) you have the pulley flipped backwards. It goes on backwards from the way it looks like it should. I've done it myself a time or three.;)

Thanks to everyone that helped me solve my problem. I did put the tentioner on backwards. It sure helps to install a part the right way. Again thanks to all.
