The hood paint has a base primer thats a different color right?

So i see all these gold cars that the hood( only part thats not attached to car while being painted) and it appears that OMG its a different color and everyone is going nuts about it.

I think the base color of that hood is darker and is the reason behind it not matching is because the hood has been painted twice.

Let me get a razor blade and find out.....
